Target Population: Local Department of Social Services (LDSS) child welfare and adult protective services staff including caseworkers, supervisors, and administrators; current or prospective foster or adoptive parents or relative guardians, and representatives from family court; OCFS Staff; OCFS or LDSS child welfare contracted services provider staff, excluding administrative support or clerical staff; stakeholders affiliated with Native American Services; non-traditional child welfare stakeholders and Non-Federal Funding participants.
Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.
Non-Federal Funding Participants may include staff from OCFS outside of CWCS as well as other state agencies such as the Unified Court System Office of Court Administration and Office of Addiction Services and Supports.
Purpose: Training and technical assistance will be provided to local department of social services and contracted agencies to support them in making program improvements that will enable them to achieve the goals of safety, permanency, and child well-being within the New York State legal, regulatory, and casework practice framework.

Description: Fulfill specific requests for services from OCFS BTD to meet the needs of contract agencies and LDSS staff. YRI will provide trainee travel and per diem reimbursement as requested and approved by OCFS BTD.

Description: YRI will procure and provide consultant services for training and technical assistance in response to requests for training and administrative services from OCFS and local department of social services. Funds may be used to cover consultant services to address the State CFSR (Child and Family Services Review) Program Improvement Plan, other statewide program and practice improvement initiatives and LDSS/agency program improvement activities, including training related to Title IV-E eligibility, training to address statutory changes, and training to enhance child welfare practice skills.

Description: This activity will primarily support the AFFCNY annual conference and may support other foster care training needs or initiatives that may arise throughout the year at the discretion of OCFS.

Description: The Unified Court System Office of Court Administration (UCSOCA) and the Office of Children and Family Services will work collaboratively with YRI or subcontracting organization to sponsor statewide regional and local meetings, technical assistance, and/or training event support for multidisciplinary stakeholder’s efforts to improve practice. OCFS and the UCS OCA may establish the obligations of each party described and approved through the creation of a letter of understanding for these collaborative project events.

Purpose: To improve the working relationship between the court personnel, local department of social services and the tribal community and to address training issues and improve compliance with the Indian Child Welfare Act (ICWA).

Description: Provide assistance and support to CWCS to enhance the working relationship between UCS-OCA court personnel, LDSS and the tribal community and improve compliance with the Indian Child Welfare Act. This includes, but is not limited to, training needs, event planning and support, consultant services, and material development and reproduction with prior approval of OCFS BTD.

Purpose: Through the use of these manuals, caseworker, supervisors, attorneys, administrators, family court, and OCFS personnel will enhance their knowledge, skills and abilities to overcome local obstacles to permanency, and to promote child safety and well-being.
Type: Manuals
Description: Develop manuals or program guides at the request of OCFS to guide practice in accordance with policy and practice standards. Materials should be prepared in electronic formats that are easily transferrable to posting on the OCFS website. Final documents are to be submitted in an editable file type designated by OCFS BTD. YRI will prepare, reproduce, and distribute copies upon request from OCFS.
YRI will design, develop, and produce manuals for use by LDSS’, contract agencies, and/or OCFS for training in administration of New York State’s public child welfare programs involving preventive, child protective, foster care, and adoption services. These manuals will be reproduced and distributed depending upon the specific needs for each manual or set of materials, to be determined at the start of the contract year and re-defined as necessary during the year.
This activity may be achieved through subcontracting with organizations that have the capacity to perform this work. The subcontractor will need to be pre-approved by OCFS BTD prior to execution of any subcontract.

In close collaboration with OCFS BTD, YRI will provide training services to Local Departments of Social Services (LDSS) child welfare staff, OCFS or LDSS child welfare contracted services provider staff, OCFS staff, as well as staff from other state agencies.

Target Population: Office of Children and Family Services (OCFS), Office of Information Technology Services staff who are assigned to support OCFS proprietary systems and Local Departments of Social Services (LDSS) staff, OCFS or LDSS child welfare contracted services provider agency staff, and vendors who need access to OCFS proprietary applications.
Purpose: The purpose of this activity is to provide training and training support services for WMS, CMS, and other proprietary systems users.
Training Type: Other Activities
Description: YRI Staff will provide training, training needs assessment, training support, curriculum development, and trainee solution support for OCFS federally funded child welfare programs to support the Office of Children and Family Services and Local District Social Services. This includes child welfare eligibility programs including Title IV-E Foster Care, Title IV-E Adoption and Title XX Under 200% as well as Title IV-E Purchase of Services which will include developing authorizations in the Welfare Management System (WMS) and processing Title IVE payments made in the Benefit Issuance Control System (BICS). Activities in support of the training provided about Title IV-E eligibility and related authorization of payments include participation in discussions regarding trainee and system needs with state and local district staff and development of resource materials. This activity includes development and maintenance of the Eligibility Manual for Child Welfare Programs, updating eligibility checklist and other related templates as needed, curriculum, and related training and reference materials, and assist the WMS team on updates to WMS manual related to BICS title IV-E updates. Training will be delivered in-person, on a virtual platform and/or recorded and put in HSLC, at the direction of OCFS.

Purpose: This position will report to the Director of the Bureau of Training and Development and will be responsible for analyzing training data to allow BTD to make data-informed decisions regarding training development and efficacy.

Description: The Data Analyst will coordinate with the BTD Director and other BTD units to develop plans that support OCFS’s operational needs for statistical reporting and performance monitoring. The Analyst will coordinate data collection, use various statistical packages to analyze the data and develop reports for use by BTD leadership showing and interpreting the results.

Purpose: To provide actors for OCFS training.
Type: Other Activities
Description: YRI will be responsible for providing actors for simulations in OCFS identified trainings to include, but not be limited to: DJJOY Basic Training, Child Welfare and Child Protective Services trainings. Trainings and the number of required actors will be identified by OCFS BTD as simulations are designed and rolled out in training programs.

Purpose: To provide trainees at the OCFS Statewide Human Services Training Center (HSTC) with quality training in a safe and professional environment.
Type: Other Activities
Description: Provide all manners of support to the operation of the OCFS Human Services Training Center (HSTC). Such support will include, but not be limited to, the support of OCFS training events (conferences, seminars, forums, etc.), hiring of qualified consultants, per diem trainers and subject matter experts; urgent purchases such as materials, equipment, etc. to support Training Center Operations.
YRI will work with OCFS BTD to develop and deliver training and/or related training activities and purchase the goods and services needed to support training operations as specified by OCFS BTD. YRI may also participate in or facilitate surveys, focus groups, and work groups, and provide OCFS BTD with information related to case practice strengths and needs upon OCFS request.

Purpose: This activity is to provide lodging as well as reimbursement for trainee travel and per diem to participants attending identified OCFS child welfare training at the Human Services Training Center or at alternate identified sites statewide.

Purpose: This activity is to provide lodging to those staff members attending Basic Training, Crisis Prevention and Management (CPM), or other DJJOY stand-alone training and who meet the requirements as established in the State Comptroller’s policies.

Target Population: Staff of Local Departments of Social Services, youth bureaus, detention administering/operating agencies, voluntary authorized agencies, Runaway and Homeless Youth (RHY) programs, detention programs, state agencies, staff and third-party consultants of vendors contracted with YDAPS, non-traditional child welfare stakeholders, and Non-Federal Funding participants.
Non-traditional child welfare stakeholders may include, but are not limited to, staff and consultant staff that support: probation, mental health, substance misuse programming, crime victims, anti-trafficking, and other staff, as well as parent peer advocates under contract with LDSS’, voluntary authorized agencies, and community based organizations.
Non-Federal Funding Participants may include, but are not limited to, staff from OCFS outside of YDAPS as well as other state agencies such as the Office of Court Administration and Office of Addiction Services and Supports.
Additional stakeholders include non-profit community partners associated with providing oversight and assistance in furthering YDAPS initiatives. This may include but is not limited to members of local rape or domestic violence advocacy centers and child advocacy centers.
Purpose: YRI will provide education and training resources for emergent YDAPS training needs or initiatives.

Description: OCFS anticipates that training needs may arise throughout the year and these efforts will be supported through this activity. In close collaboration with OCFS BTD, YRI will provide event support, training, consultant services, assistance or resources in support of staff from various program areas of OCFS as well as others in the eligible target population of this project as identified by OCFS. This may include support for up to three (3) events. Each event can be up to two (2) days and support up to 100 participants. In addition, this activity may support presenter /consultant subcontracts to meet other needs of OCFS.

Purpose: To support the collaboration between Youth Bureau Directors, their staff, and OCFS to discuss new and emerging needs impacting youth within New York State and the Youth Bureau Staff who support them.

Purpose: Provide Instructional Design and Development support to the Office of Children and Family Services. These services will design and develop training materials in support of all OCFS program areas.

Description: Support to the OCFS Bureau of Training and Development Instructional Design and Development Unit (IDD) in designing instructionally sound learning solutions using industry standard methods. This will include research into best practices, writing learning objectives, performance outcomes, skill assessments and evaluations. Materials to be developed may include, but is not limited to, trainer guides, participant workbooks, PowerPoint presentations and posters.
