Target Population: OCFS staff; Local Departments of Social Services (LDSS) staff; subcontractors/agents of OCFS and/or LDSS; Licensed, Registered or enrolled Legally exempt providers; legally exempt enrollment staff and other authorized agents responsible for licensing, registering, enrolling, and supporting child care providers; legally exempt enrollment agency staff that work with Child Care Assistance and enrolled legally exempt providers; employees of other agencies or organizations deemed eligible by OCFS who provide services/resources for families in State-sponsored employment and self-sufficiency initiatives.
Purpose: The purpose of this activity is to provide comprehensive, introductory level classroom training on CCFS that will develop basic skills with the application.
Training Type: Classroom
Description: Provide classroom training for a comprehensive, introductory level training on CCFS for legally exempt enrollment agency staff. The course is intended for those who perform or may perform enrollment-related tasks using CCFS. One-day offerings of this course for WHEDco staff will be held in the NYC area at 80 Maiden Lane. Two (2), half-day special topic trainings will be scheduled in conjunction with the NYC delivery of this activity, CCFS: CBC Processing and CCFS: Legally Exempt Inspections and Complaints.
Two-day offerings for other legally exempt enrollment agency staff will be held in Rensselaer at the Human Services Training Center.
It is expected that YRI will have dedicated staff to work in the testing environment with test scripts and who will attend system development meetings to identify in advance the impact of system changes to existing curricula and make necessary revisions as needed prior to system changes going live.
This activity includes but is not limited to the creation of computer simulations, and data entry of cases and necessary documents into the training database to be used by participants. It is expected that all activities and simulations be updated to reflect system changes.
All materials will be distributed in an electronic format except for Participant Activity packets to be used in the classroom.
This activity also includes the scheduling of the course in a learning management system supported and approved by OCFS BTD (currently HSLC), as well as the maintenance of registration, attendance, and evaluation data within that platform.

Target Population: State staff from OCFS, local district social service (LDSS) staff, subcontractors/agents of local departments of social services, legally exempt enrollment staff, and other authorized agents responsible for licensing, registering, enrolling, and supporting child care providers, and employees of other agencies deemed eligible by OCFS who provide services/resources for families in State-sponsored employment and self-sufficiency initiatives.
Purpose: The purpose of this activity is to provide classroom training on various components of CCFS, CCTA, and/or FAMS to develop new and/or enhance existing skills with the application.
Training Type: Classroom
Description: Provide classroom training for several types of CCFS users, CCTA users, and FAMS users based on need and application development. The length of a course (e.g., one-day, one-half day, two days, etc.) is dependent on the actual topic(s) covered and the skill level of the trainees. Topics may include, but are not limited to:
• New functionality for CCFS, CCTA, or FAMS
• Emerging needs/special topics for CCFS, CCTA, or FAMS
• CCFS changes to support new regulations
• CCFS training related to legally exempt policy training
• CCTA interface with CCFS
• CCTA fraud investigation and management tools
• CCTA: Examiner Training
• CCFS: Processing Legally Exempt Enrollment and Inspection Information
Scheduling should be done in coordination with DCCS and BTD. Courses that focus on new builds/new functionality typically have several offerings close to the build implementation date. Ongoing courses should be scheduled throughout the year. Additional courses could also be identified for a collaborative effort with policy trainers from an approved vendor. All courses will be held at the HSTC except for WHEDco offerings which will be held in NYC at 80 Maiden Lane.
All materials will be distributed in an electronic format except for Participant Activity handouts or packets to be used in the classroom.
This activity also includes the scheduling of the courses in a learning management system supported and approved by OCFS BTD (currently HSLC), as well as the maintenance of registration, attendance and evaluation data within that platform.

This activity includes the posting of the courses, which must be ADA compliant, in a learning management system supported and approved by OCFS BTD (currently HSLC), the maintenance of registration, attendance and evaluation data within that platform as well as maintenance of the curriculum in response to new releases to ensure the course reflects the current system

Description: Development of two (2) new computer-based training courses (CBT) based on need and application development. The topic of the course will be determined in consultation with DCCS.

Purpose: The purpose of this activity is to assess training needs based on changes to CCFS, CCTA, and FAMS and to develop and maintain curriculum and materials to be used to support the training of CCFS, CCTA, and FAMS trainees.
Type: Curriculum, Materials
Description: Develop, update and maintain curriculum and related training materials to support CCFS, CCTA, and FAMS, classroom and virtual classroom training in CCFS, FAMS, and CCTA, by gathering data, reviewing, analyzing and making recommendations to guide the program area regarding how to address existing and/or emerging training and training support needs. The magnitude of curriculum and materials to be developed and/or revised in response to the CCFS2 transition could be extensive. The FAMS application will require a large amount of resources. It is expected that CCTA curriculum will require revisions once the final federal rule is in place.
The integration of systems training with other related policy training, provided through other BTD contracts, will require significant curriculum and materials development resources. Training may include the use of new hardware, laptops, or tablets.
As new builds are planned and put into production in any of these applications, the Training Vendor will work collaboratively with DCCS to review and identify where necessary. Updates to other existing curriculum and materials may be needed. DCCS will provide guidance on priorities/needs.
During the pilot and other training sessions, the vendor is expected to compile questions from trainees and feedback from DCCS, add them to the Trainer’s Notes, and then update all course materials.
This activity includes having a vendor representative attending all CCFS, CCTA, and FAMS, development meetings for the purposes of identifying upcoming system changes and remaining informed of proposed changes and the associated schedule. Currently, there are 3 sets of meetings: CCFS meets for 30 minutes each week, CCTA meets for one hour every other week, and FAMS for one hour each week.
In addition to attending the development meetings, the vendor is expected to attend User Acceptance Testing to learn the details of each process. The vendor will take a pro-active role of suggesting how to apply the information gleaned from meetings, system testing area information, and other documents and resources available, to training. Revision of curriculum will also consider the evaluation results of previously held trainings.
This activity includes developing and updating manuals, tip sheets, quick reference cards, and other job aids as needed. Detailed outlines for new product content and project workplans will be produced as needed. In 2026, we expect, at minimum, the development of curriculum on the following topics:
Legally Exempt and Child Care Assistance Program (CCAP) will require the development of a minimum of two (2) new trainings for FAMS including one for providers one for Enrollment Agency Staff, and one (1) for CCTA.

This activity will include, but is not limited to, the creation of all curriculum and training materials, computer simulations, and data entry of cases and necessary documents in the training database to be used by participants in either classroom or virtual deliveries.
This activity also includes the contribution to a monthly training newsletter. The newsletter will highlight new training being offered and the schedule of upcoming training. This will be developed in collaboration with OCFS. Schedule and format of the newsletter will be determined by OCFS.

Purpose: The purpose of this activity is to provide timely asynchronous, online help content within the CCFS/FAMS applications to promote more effective, efficient use of the system.
Type: Other Activities
Description: Develop and maintain content in the CCFS Help system. Help Topics for CCFS are expected to be developed, reviewed, approved, and posted to the Online Help Topics within 30 days of the release. If these are to replace or supersede any previous Help Topics, any outdated information should be revised or removed. The completed help topics will be hosted in a secure web-based server(s). The vendor will provide a link to the production version to be embedded in CCFS/FAMS to provide access to users. On an ongoing basis, the vendor will maintain the Online Help system and update topics to reflect system changes.
As new builds are put into production, the vendor will provide an impact analysis to review and identify where updates to the Online Help System may be needed. The vendor will also take a pro-active role of suggesting how to apply the information gleaned from meetings, documents and resources as available to identify changes. The testing environment can be used to update the Online Help Topics. DCCS will provide guidance on priorities/needs for the CCFS Help system topics and approve all proposed updates.
Help Topics are easy to use “how to”, tip sheets, and quick reference guides posted within the CCFS system in a searchable format. The topics are to be identified if they relate to Legally Exempt programs. Help Topics are expected to be created or revised in response to new releases. Outdated Help Topics are to be identified and expunged. The screenshots that are included in the help topics must be current and relate to the modality for which they are created.
Release Notes are a notice to users on the changes that will be coming with new system updates and are specific to Legally Exempt programs. They must include system screenshots for clarity. As new builds are put into production, the vendor will use information gleaned from meetings, documents and resources available to identify changes. The testing environment can be used to develop Release Notes.
This activity will include the development of Tip Sheets, quick reference guides, “how-to” videos, short tutorials, and other enhanced tools on system functionality for system users. Vendor will develop a way to highlight Help Topics related to a new release.

Description: This training course will be developed in 2026, and the expectation at this time is that training will include up to two days and it is anticipated that there will be one (1) pilot delivery with 20 trainees per training. This component is offered as part of the Enrollment Agent Institute, a two-session training and the CCFS system training will be the third day of each session in order to develop knowledge or as a refresher.
