Performance Improvement
Target Population – Local District Social Services (LDSS) child welfare and adult service staff including caseworkers, supervisors, and managers; current or prospective foster or adoptive parents or relatives guardians or representatives from family court; OCFS staff (including all CWCS and DJJOY staff), provider agency staff, staff of child welfare or adult services provider agencies licensed and/or monitored by OCFS including agencies providing these services; non-traditional child welfare stakeholders and non-federal funding participants.
Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.
Non-federal funding participants may include staff from OCFS outside of CWCS as well as other state agencies such as the office of court administration and office of alcoholism and substance abuse services.
Training to Support Performance Improvement

Description: YRI will meet the needs of provider agencies and LDSS staff by fulfilling specific training and technical assistance requests from OCFS Child Welfare and Community Services (CWCS) and/or CWCS Regional Offices. The purpose of this activity is to support program improvement. These improvements will enable provider agencies and LDSS staff to achieve the goals of safety, permanency, and child well-being within the New York State legal, regulatory, and casework practice framework.
Topics will be determined throughout the year as needs are identified by OCFS CWCS to meet the needs of provider agencies.
Other Activities to Support Performance Improvement
Training Type: Other
Description: This activity is training and technical assistance that will be provided to local district social services and provider agencies to support them in making program improvements. These improvements will enable them to achieve the goals of safety, permanency, and child well-being within New York State legal, regulatory, and casework practice framework.
Topics will be identified that provide support to local districts and provider agencies, to make program improvements that enable them to achieve the goals of safety, permanency, and child wellbeing. Topics will be identified in collaboration with OCFS Child Welfare and Community Services (CWCS).
Consultant Services
Training Type: Other
Description: YRI will fulfill specific requests from OCFS to procure and provide consultant services to address the State Child and Family Services Review Program Improvement Plan, other statewide program and practice improvement initiatives, and LDSS/agency program improvement activities. Consultants may provide a variety of services including training and technical support and will provide subject matter expertise in areas related to Title IV-E eligibility, statutory changes, and ways to enhance child welfare practice skills, or other needs as identified by OCFS CWCS. Meeting room rental, travel and per diem expenses for consultants and trainees or attendees of OCFS policy improvement meetings, as well as the purchase of training materials, are costs anticipated for this work.
Topics will be identified by OCFS and will focused on opportunities to utilize consultant services to address statewide program and practice improvement initiatives and LDSS/agency program improvement activities. This may include the topics of Title IV-E eligibility, training to address statutory changes, and training to enhance child welfare practice skills.
Emerging Needs
Training Type: Various
Description: YRI will support training initiatives that emerge throughout the year by providing training services to staff from various program areas. This includes, but is not limited to, YRI, LDSS and Voluntary Agency child welfare and OCFS including the Division of Juvenile Justice and Opportunities for Youth (DJJOY) and Child Welfare and Community Services (CWCS).
Support includes the execution of consultant contracts, and printing and distribution of materials, or other requested services to meet the needs of policy or regulation changes.
Topics will be determined in collaboration with OCFS, based on training needs as they arise.
