Training Specialist - Local District Systems Support

Duties:
Under the direction of the Program Manager or designee, provide computer training and training support on NYS-proprietary legacy applications to state and local district social service (LDSS) agencies and related voluntary agencies. In order to successfully provide computer training and support, the Training Specialist must possess skills that would enable them to effectively complete the following duties:

  • Develop a working knowledge of the legacy systems’ applications used by the LDSS, such as: Connections, Welfare Management System (WMS), and Benefits Issuance Control System (BICS).

  • Develop training materials and curricula to ensure accurate and timely Child Welfare payments and submission of claims.

  • Modify existing system documentation as needed for training to reflect current functioning.

  • Ensure that resource materials are available for training to a wider audience in a readily accessible environment, i.e., Intranet.

  • Act as first line of support to prioritize and evaluate trainee concerns and questions about training.

  • Develop training materials to assist trainees in interpreting system reports.

  • Identify the impact of procedural revisions on course offerings and plan curriculum development/revisions accordingly.

  • Deliver fiscal training to state and local district fiscal and administrative staff.

  • Participate in discussions with state and local district administrative staff to assess training needs and the impact of system enhancements and other issues on project activities.

  • Conduct testing of current and proposed system changes and enhancements to support training.

  • Other duties as assigned.

Qualifications:

  • Master’s degree in education, information systems, or a related field plus three years’ relevant experience, or Bachelor’s degree in a related fields plus five years’ relevant experience. A combination of education and experience will also be considered.

  • At least four years’ experience in training and curriculum development, or training and consulting.

  • Extensive experience with software such as Microsoft Office and Windows operating systems.

  • Extensive experience with Legacy systems that manage child welfare case management, eligibility, service authorizations and payments; some of which use COBOL.

  • Demonstrated ability to work effectively with diverse groups.

  • Previous success in handling multiple priorities.

  • The ability to navigate time sensitive deadlines.

  • Demonstrated ability to learn new proprietary and non-proprietary software applications in a timely fashion.

  • Outstanding written and verbal communication.

  • Strong attention to detail.

  • Experience working in government, particularly with labor and/or social services.
